Greenhouse Gas Inventory and Analysis for the United States
There is scientific consensus that the planet is warming due to anthropogenic greenhouse gas (GHG) emissions. Fundamental to actions to address climate change is transparency on basic information regarding GHG emissions, including on quantities of specific greenhouse gases being emitted and from what economic sectors. Such information provides the basis for understanding both what is happening across national economies and insight into policy strategies that may be valuable now and into the future. In this context, it is critical for scientific, policy, and civil society communities to have access to robust, transparent, consistent, and regularly reported data at both the national and subnational levels.

GHGIA for the United States
This report presents an annual inventory of GHG sources and sinks in the United States, for the years 1990 through 2024 (the most recent year for which data are available). The report is grounded in data collection, analysis, and reporting practices that can enable comparability and continuity with past U.S. official greenhouse gas inventories prepared by the U.S. Environmental Protection Agency. The report adheres to good practice as defined by the Intergovernmental Panel on Climate Change and international standards for transparency, accuracy, completeness, comparability, and consistency.
GHGIA by State
This report provides state-level GHG emissions and removals consistent with the national-level GHGIA. The supporting methodological report provides details on the approaches applied to disaggregate the national-level GHGIA to the state-level for the years 1990 through 2024. The methodologies and data used for the estimates in this report are consistent across the 50 states, and consistent with the national level results, covering 1990 through 2024.
State Inventory Tool
The State Inventory Tool (SIT) is a modular spreadsheet-based tool to help states compile greenhouse gas inventories. The tool features eleven modules, including modules for direct emissions calculation, synthesizing those emissions, and a synthesis module to aggregate total emissions. State users can input state-specific data or rely on pre-loaded defaults spanning energy, agriculture, forestry, waste and industrial process sectors. Users can use SIT in its entirety, or as a supplement to their own calculation tools. Default data included in the tool are largely sourced from federal and other data sets.
