Introduction
This Greenhouse Gas Inventory and Analysis by U.S. State (GHGIA by State) report describes the methodologies used to disaggregate national-level anthropogenic greenhouse gas (GHG) emissions and sinks to the state level while maintaining consistency with the Greenhouse Gas Inventory and Analysis for the United States: 1990-2024 (GHGIA). The approaches and specific methods for estimating state-level emissions described in this document are consistent with the national-level GHGIA such that methodologies and reporting adhere to IPCC good practice and international standards, estimates are based on the same methodologies as the national-level GHGIA, the report covers the same time series, are consistent across the 50 states, and consistent with the national level results. GHGIA state-level data do not represent or replace official state GHG inventories.

Chapter 1 – Introduction
